Unemployment Insurance Update

Unemployment Insurance Update

WHAT YOU NEED TO KNOW ABOUT RECENT CHANGES
(House Bill 1379 and Policy Directive DWD 2008-44)

There has been no change with regard to the “work search waivers” for unemployment
insurance claimants attached to union hiring halls.
Registration with a union hiring hall fulfills the unemployment insurance requirement of the
work search requirements. Building Trades members will NOT have to complete the additional
one application and two work searches each week, provided that they sign the out-of-work list at
the hall.
Building Trades Members have unlimited waiver from reporting on their work search to
the unemployment office.
Signing the book at the union hall constitutes a continuous “work search.” Therefore, the
reporting waiver is NOT limited to 60 days for the Union Building Trades.
Building Trades members should not enter an expected return date when completing their UI
paperwork. Entering a return date will trigger the 60-day limit on the reporting waiver.
The WorkOne Office can continue to require that a Building Trades member show that he
is a member in good standing.
To be eligible for the work search waiver, a Building Trades member can be asked to show that
he is a union member in good standing. Building Trades members should carry their dues
receipt with them to present to the WorkOne Office.
ALL claimants will be required to complete a résumé on the Indiana Career Connect web
site.
To be registered for unemployment insurance, the Department of Workforce Development is
requiring ALL claimants to file a résumé on line after filing their initial claim. Claimants who
fail to create a résumé within the first four weeks of filing for unemployment will be denied UI
benefits.
The new law, and accompanying policy directive, took effect July 1, 2009, with little notice to
the local WorkOne Centers. We may have to bear with the WorkOne Centers for a couple
weeks while changes are clarified by the central office in Indianapolis.
On the back of this sheet is a Frequently Asked Questions sheet that DWD put out on its web
site regarding the new changes. You may have to show it to the local WorkOne Office if you
have problems with your claim.

DWD Frequently Asked Questions

How did the work search requirements changes as of July 1 for employment insurance benifits recipients?

All claimants must actively search for work on a weekly basis. This includes applying for one job and looking at two other locations per week, except those with work-search waivers.

Do I need to send DWD a copy of the application I submet to a company on a weekly basis?

No.Unemployment Insurance benefit recipients only need to list the names and contact information of the company where they applied on their weekly voucher.

Where do I list the company I applied on my voucher?

Claimants should list the application location first in the list of three companies in their weekly search.

Can I just send a resume or fill out an application anywhere or do I need to apply for an open position?

Unemployment Insurance benifit recipients must apply for one open position per week. Sending a resume or applying at a company that is not currently hiring is not considered applying for work, although it would qualify as one of the claimants "looking for work" at two additional locations.

Does applying online online maling a company my resume qualify as applying for a job?

Yes, if you are applying for a specific job opening with a company.

I am a union member and participate in a hiring hall. Do I need to apply for work?

Membership in a union hiring hall fulfills the work search-requirements, thus these workers do not need to separtely apply for one job per week and look for work at two additional locations.

I have been temporarily laid-off and have a specific return to work date:do I need to apply for one job per week?

If the layoff is less than 60 days, you do not need to apply for one job oer week or search foe work at two additional locations. If the lay-off is longer than 60 days, you must complete the weekly application and work search.

Where can I find open jobs in my area?

There are many options for job seekers. The largest listing of available jobs in Indiana is www.indianacareerconnect.com. this free service operated by the State of Indiana has thousands of available jobs listed for all redions of the state.

Do I need to post my resume on IndianaCareerConnect.com if I have a work search waiver?

Yes. All unemployed Insurance benifit recipients must post their resune and make it available to be seen by potential employers on www. indianacareerconnect.com
